Under the overall guidance of the Chief of Mission (COM) and the National Monitoring and Evaluation Officer, as well as the direct coordination with partner, the incumbent will be responsible to conduct the Evaluation of IOM Return Counselling Centre Berlin, Germany.

IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. The IOM Berlin Counselling Centre, inter alia funded by the Berlin Senate Department for the Interior, Digitization and Sport, has been providing open-ended return counselling for third-country nationals residing in Berlin since 2006, helping them make informed decisions about voluntary return. 

 

The counselling aligns with the IOM Voluntary Return and Reintegration Framework, emphasizing voluntariness, migrant-centred, measures, safety and upholding migrants’ right. It also aligns with the goals ofthe 2030 Agenda for Sustainable Development, the Global Compact for Safe,Orderly and Regular Migration, and the Migration Governance Framework. The Berlin counselling centre provides information on the country of origin and possibilities of reintegration assistance upon return. Once a person expresses a wish to return voluntarily, they are referred to the return counselling centre in the Landesamt für Flüchtlingsangelegenheiten  - the state office for refugee affairs (LEA), the only office entitled to apply for federal support programs.  

 

IOM’s return counselling centre in Berlin aims to provide necessary counselling and information for return decision-making processes and to increase the success and visibility of the AVRR programs. More specifically, the return counselling centre serves multiple purposes including: (1) providing migrants with up-to-date information and counselling to help them make informed decisions; (2) supporting migrants in their pre-return phase for example by referring to a specialized counselling centre or authority 3) planning the individual reintegration process of returning migrants 4) supporting migrants in applying for reintegration assistance. Further, the return counselling centre identifies migrants in vulnerable situations and initiates measures to address those by referring to relevant places. These goals cater to the needs of various stakeholders, including migrants, funding providers, and partner organizations. Migrants receive relevant information for return decisions, funding providers get data for target group-specific counselling, and partner organizations receive networking and information services. 


The evaluation aims to enhance the services of the IOM Information and Return Counselling Centre for returning migrants, considering all stakeholders. It focuses on assessing the quality of centre’s services, processes, adequacy of resources, visibility, accessibility, migrant satisfaction, and quality of information. The evaluation shall offer a comprehensive analysis on what is working well, what is not working so well, under what circumstances and how to improve what is not working. More specifically: 

·      Assess the counsellingcenter’s services, examining the content,processes, and the resources and capacities at the center’s disposal 

·      Undertake an assessment of the visibility and accessibility of the counseling services, with a focus on measuring client satisfaction levels 

·      Analyze thecollaborative efforts, synergies, and information exchange with relevant stakeholders, includingclients, donor and partners in return counseling in Berlin. This analysis should aimto identify and enhance cooperative relationships. 

The findings and recommendations from the evaluation are expected to inform overall programme improvement. More specificallywill inform keydecisions for the programme funding providers and managers’ decisions pertaining to improvement in quality, efficiency and effectiveness of the servicesby Berlin Centres’ and other IOM Counselling centres in Germany. The findings, recommendations, lessons and/or good practices from the evaluation may also be used to support the consolidation of the Stateof Berlin’s support for voluntary return.  



The evaluator is responsible for conducting the evaluation and monitors the quality of outputs and application of methodology as well as timely delivery of all evaluation products.  

 

The evaluation will be managed by IOM Berlin Monitoring & Evaluation department. The M&E will be responsible for the oversight of the evaluation process, assure quality and review & approve the different deliverables together with the Berlin Senate Department for the Interior, Digitization and Sport.  


The evaluation is expected to apply a combination of methods to adequately respond to the evaluation questions; to generate quality and comprehensive information to inform the overall judgement on the programme performance against the specified evaluation criteria. Methods may include: desk review, needs and process analysis, and partner and social network analysis. This approach allows for data triangulation, enhancing data quality and insights into the counselling centre’s services.

The Evaluation is planned to be completed by 15 December 2024.

All deliverables are to be written in German and meet good language standards. The final report should meet the standards laid out in the UNEG Quality Checklist for Evaluation Reports. 




Advanced degree in a relevant field such as social sciences or statistics and a minimum of five years of experience conducting evaluations is required 


  • Experience in the Germany or region, and in return and reintegration or other related migration programming is preferred.  
  • Skills in evaluation design, qualitative data collection and analysis, drafting and editing in German (C1 mandatory)



Fluency in German and English required. Knowledge of another official IOM language (French, Spanish) is an advantage.
